I apologize. I should have been more clear. It depends on what the person got in terms of preapproval. It depends on how the person applied, etc. AFAIK theres no way to apply for one specifically over the other. And I dont think theres indication on the paper app that one is WEMC vs WMC but I may need corrected on that.
I think as long as you use the card a lot they will offer it as an upgrade but YMMV.
This is what I think. The capital one buypower always comes as a WEMC. It has 5% back right off the bat (although not cash back, still a high starting rate). Naturally they would want WEMC over anything else because the swipe fees are higher. So its not surprising to me to see more and more of the DC cards come right off the bat as WEMC as citi would be earning more as we swipe.
