Does the Synchrony Bank Paypal Digital line of credit still upgrade to MasterCard randomly as it used to in the past?
Since you have PPC (formerly BillMe Later) in your signature, I am assuming that is what you are referring to? I've had mine since about 1999 or 2000 and never knew it to graduate a physical bank card, and they were previously hidden lines of credit. Synchrony only recently took those accounts over from Comenity, but Synchrony has offered their own PayPal credit cards (Extras and Cashback) for some time and there is no possibility of product changing between them.

PayPal SmartConnect was a revolving credit product issued by Synchrony, and many cardholders were upgraded to PayPal Extras MasterCard in 2016 and 2017. It was discontinued in 2017.
PayPal Credit (originally BillMe Later) accounts were sold to Synchrony in 2018 and are both a completely different product and were owned by Comenity at the time of those upgrade threads.
As far as I am aware, the only way to obtain a PayPal MasterCard today is to apply for the PayPal Extras or PayPal Cashback cards.
Have had the Digital PayPal account since September. Ran multiple charges through it always paid off within a month to three months. Still stuck at 2.2k. Letters state insufficient expierence with current CL which is the SL. Is it because I had two accounts with them in my 2019 BK7?
Keep watering it and it will eventually grow . . . I feel the exact same way regarding my Chase Slate card . . . but it's all good!

This also translates into SYNCB only being comfortable with your current assigned limit. You could try using it for larger purchases and/or cycle it more frequently and see whether that yields anything in the future.

Your PPC line is aligned with your other card limits. I would pause further CLI requests until your average credit line is above $5k and your TU/Vantage scores are up in the mid to upper 700s. Given you recent BK, patience is key. In the meantime, use your accounts responsiblly and keep your total utlilization low <9%.

Is Digital Paypal the same as Paypal Credit?
If so, I opened my Paypal Credit in 11/2019 with an SL of 1800. Used it A LOT. Also paid it down. Finally, was just approved for CLI this week. I asked for 3K... they countered with 2900 (that extra 100 bucks was too much risk I guess :-)
Also, it didn't finally grow until the bulk of my other cards were more in the 5K-7K range so don't know if the 2 were related.

Is Digital Paypal the same as Paypal Credit? Yes. The OP has PPC displayed in their signature.
