That's correct; TD Bank (issuer of that visa card) and TD Ameritrade are no longer one entity. Once the TDA and Charles Schwab merger is complete, you should be eligible for the AMEX cards via Schwab.
Last week, I spoke with four different representatives at Charles Schwab to confirm it's about 18 - 36 months away from a fully integrated coherent system.
