For the past two or three weeks we've been trying to use our target MasterCard. Upon every physical swipe, this card has been declined.
Anyone else having declined txns?

You're trying it only in Target stores? Or other locations?
when you called the bank they told you...
...these cards do not use a chip rather than swipe?
Swipe may be programmed to fail if the card has a chip.

Yes at Target, the PIN is needed. We have been trying to use our cards outside of Target where PIN isnt enabled.
The TD Bank agent had guessed it maybe a chip issue but thought it was odd in that they can see My declined swipes but cannot see any one of DW's swipes that have been declined.

And the agent couldn't give any more info on the reason for the declined swipes that they saw?
In general, Chip&Pin cards might fail back to chip&sig, so trying to swipe might not be allowed.

For what it's worth, years ago (as in, many years ago) I had a similar issue with Amex; in my case, every charge came back as "Please Call," and when the cashier called it would be approved. After several days of dealing with this repeatedly I called Amex, and the rep was similarly flummoxed. They could see that it was happening, but had no explanation as to why (the account was fine).
The rep offered to have a new card sent out, which back then automatically meant a new account number. I was doubtful this would make a difference, but once the new card was received I was able to make purchases again with no drama.
It made no sense (to me), but it worked. Now that we're dealing with microprocessors built into our credit cards it seems reasonable that a fresh card (even with the same account number) might be the solution. However in your case there are two cards involved (yours and your wife's) so I'm back to not seeing how a new card(s) would make a difference, but if nothing else has worked it might be worth a shot (assuming they have offered).

So trying my card again, it got declined. This time though, TD sent an email of the decline:
I've requested a replacement card despite little usage now. (Trying to reach the min $10 rewards redemption threshold.) This card was going to be SD anyway and probably will be closed as the two Walmarts near us are more convienent.
