Yes, you're eligible for the SUB if your other sole card is Costco.

Have you opened several accounts and/or do you have a lot of inquiries in the past 6-12 months?

The recently discovered 3/6 rule from Citi that was confirmed by someone else is the immediate concern. Beyond that as @FinStar mentioned look out for inquiries and approvals going at least 12 months out. The more recent the less your chances are of an approval, YMMV as always

Is there any difference in the links that I use to apply?

Should I just apply on Citi's website?  Or somewhere else?

Should I be logged into my Citi Costco Card account to apply?

Does any of that matter/not matter ?!?
