i apply today for the us bank and it was declined because i live ny and there is no bank here

You should have asked, before you app'd,,,  US Bank does not issue cards in area's they have no banking presence ,,,  That is why I have never app'd for any of their cards ...

I don't think they do a credit pull in your case  ,,, but I could be wrong ...

What about their skypass secured card ? I live in Delaware & was going to apply for that particular card & when I looked at the US Bank regular secured card it says it's only available to certain states but, when I read the info on their skypass secured card it never mentioned only certain states. Does anyone know if skypass is available to all states ? Thanks in advance.

I believe the cobranded cards like Skypass are available everywhere.   The merchants do not to exclude custormers based on US Bank prescense.
