Mixed results and YEMV. If your account is pre-qualified for a SP CLI, they will indicate so (sometimes they send out emails if you qualify via this route). Auto-CLIs do occur depending on your account's history, usage and SP information. Otherwise, it's usually HP.
In my experience with them over the last decade of having the REI Visa Signature, USBank likes to see utilization. They can be wary about extending credit to those who have high UTIL on other cards, but they love to see you use their cards and even carry a balance.
One of the key questions I was asked when I applied for the Cash+ back in August was "how much do you plan to spend on the card per month?" when they were trying to decide how much of a CL to give me. I told them about 1k a month, and they gave me 9k CL. I asked for more (SP), but after a week of Recon with me they said my overall outstanding debt was too high (at the time, above 60%) and they couldnt give me more at that time.
My payment history is flawless with no bads...so they do have their limits to how much util they like. lol
US Bank has surprisingly been very generous with CLs with me while they have been very conservative with others.
I was going to look into a CLI on my Cash+ in a couple of months but I was just approved for the FlexPerks+ Select Amex so now their exposure to me is at nearly 35% of my income and I'm not sure they'd be willing to go much higher.
