Do you suppose I can just go to the actual bank and ask for that card, or is that better to just apply online on US Bank's site, please provide link to it. Greatly appreciated.

 that is where I was looking for, however if you look at details it does say 7.99 thereafter and not 3.99%, so that is why I asked if that is the same offer...
