Spoke to US Bank CSR underwriting to confirm that all CLI are hard pulls. US Bank no longer performs automatic account reviews or auto CLI.
That sucks that US Bank may not- but their wholely owned credit card issuing division ELAN financial does. I've gotten two soft pull "preapproved" CLI's this year from my Elan branded cards. (not a third party bank they issue for)

This is not true from many recent SP CLI's that csr didn't know their head from their foot. Talk to Finstar among many others that have recently got them. Not sure if the customer can request a SP cli, but they certainly give them..
I don't know anything about Elan backed cards. Just know about my experiences with US Bank platinum account
I can only relate to my experiences and information I received from CSR on my platinum Visa account. I cannot comment on Finstar branded cards

Finstar is a poster on this forum, not a card .. You probably just didn't have any offer and the CSR was misinformed. They certainly do offer SP CLI's just usually not by customer requests.. Finstar the user just got one a few weeks ago among with many other users on US Bank cards
I just got one a week or so ago on my Cash+ card. There was a message on my account saying "you may be eligible for an increase." I clicked the button, and submitted the request. A couple days later, a letter saying the same thing came in the mail. It did not give an immediate response online, but I called the number on the letter, and confirmed that I got a $3k increase, no HP.
