Yes these are available in the cash back deals for me.

In three years, I never have gotten any decent ones that I read about from Chase. Case in point. I aint privy to this recent offer:

Are there checking accounts at some (major) institutions where same bank ATM transactions aren't free? And this isn't strictly a free checking account!

Not the case as have both of these and dont have smarty checking just state farm checking and use it for cashing out of rewards from cash+ and AR card and go rewards.

I have no US Bank deposit accounts (Smartly, State Farm, or anything else), just 3 credit cards. I have 85 Cash-back Deals, but not OP's cited Best Buy or groceries offers.

No checking acct with them.
US Bank does a pretty bad job of explaining their overlapping programs. As I understand it is as follows.
For all of their credit/debit products, they offer "Cash-back deals." These are the ones it seems all users see. There are no special limits on banking other than a card relationship of some kind.
Next up are "Exclusive cash-back deals." These are the ones referred to in opening post of this thread. According to the US Bank site, these require enrollment in Smart Rewards (a separate step to take) as well as meeting the minimum threshold for the Primary Level. It states:
Exclusive cash-back deals across top merchants/categories with an eligible and open U.S. Bank Personal Credit Card
(Cardmembers who have both a personal credit card account and a business credit or charge card account with U.S. Bank are not eligible for these offers.)
What makes it all even more confusing is that *both* types show up in the same place in your account. As I have gotten in deeper with US Bank (enrolling in Smartly Rewards, etc.) and hit the threshold, I have seen these exclusive offers start to show up for me where they have not in the past. Regardless, is all overly confusing.

This kind of explains why you see them CC, State Farm accounts are automatically granted the $20k asset tier in the Smartly Rewards system for some reason, it is in the fine print of the program details.
Not sure why NoMore is seeing them but some people online report getting them without being in the Smartly Rewards program at all, but those seem to be outliers.
The "exclusive offers" in the cash back deals section will look slightly different like the first pic, they will say Smart Rewards in red across the top.
