No, it doesn't. Don't think USAA does SPs for any lending.

Bank issued (licensed) Amex cards do not follow American Express Centurian Bank's ("real" Amex) 61-day CLI's. USAA likes to see 6 months of use before they give a CLI-and they are almost always by the request of the cardholder (the CLI button/link won't appear before then) at the cost of a HP. Sit tight until August (it will be here before you know it) and apply for the CLI on your USAA from inside your new house
The USAA AMEX CLI is every 6 months and its a hard pull every time. But you will find that USAA is very generous with their CLI's. I've grown mine to 30K, it started at 7k.
USAA offers a card that works on the AMEX network. AMEX is the true issuer of AMEX. USAA will initiate SP CLI's on their own periodically. As others have stated, if you request a CLI it will be a HP. From my experience, if you want a CLI, swipe it until the magnetic strip wears out. Works well for me. My USAA Amex has grown faster than my other two USAA cards.
