So for everyone's information, I called in to make sure the CD wasn't rolled over. They will not consider unsecuring a card, a new application is required.
So I applied over the phone with the Secured card rep, was declined. She can't give a reason and says there's now reconsideration process. I'll wait for the decline letter and write to the CEO.
I have more than enough credit (NFCU, BBRZMC, Kohl's, Macys) so while this is frustrating it's not a big deal for me.
Update:
I applied to First Tech FCU (member there for two years with a small biweekly direct deposit) for a VISA with $5000 line. Got an answer saying manual underwriting is required. They pull Experian.
Also applied to Walmart. Got instant approval for a Walmart Discover card with a $1200 line. They pull TU. So recovered almost all what I gave up for line at USAA, and apparently GEMB isn't blacklisting me.
So we'll see what happens, I'll have one INQ each on the three bureaus. Now to garden again...
Just got an approval email from First Tech (I had expected to have to speak with them). $5000.00 line, no annual fee, 13.75% VISA Platinum.

Usaa is super-conservative. They only counter-offer full members. Also, IMO, their CCs for ltd members just aren't that great. They were on my wish list until I took a closer look.

Except he is a full member if he has a secured card. Why do you think they're super-conservative? I haven't seen the same anecdotally on this forum and they even sent me (of all people) a pre-approval for their entry unsecured VISA at one point.
Sounds strange honestly, not certain why USAA would deny a full member with a 680+ EQ FICO score. I'd call, and also take a hard look at my EQ report.

Congrats, OP - awesome credit lines for both cards, and as noted above, you'll also get the free monthly FICO. Sounds like a win to me!

I'm a partial USAA member, and I applied for one of their cards without realizing the limited benefits (primarily the high interest rates given to partial members - 23% for me). However, they did give me a $12,000 CL (by far my highest), so I will happily keep the card and always PIF. I've set up my cell phone bill to charge monthly, so that should keep the account active.
