Hi all, first post here. I've been lurking for a bit and found good info on this forum.
I've had a Quicksilver One with a $2250 CL for over a year. I've never missed a payment and I always pay in full each month. I also just applied and was approved for an American Express Blue Cash Preferred card with a $5000 SL (haven't even gotten the card yet.) After reading about product changes on this forum, I decided to chat online with Captial One in an attempt to upgrade my Quicksilver One to a Quicksilver. The account specialist told me that "there are no upgrade offers available on [my] account at this time, but [I] could always apply for a new card via the website." Very disappointing. When I asked for some information on what determines upgrade eligibility, I was told that they "couldn't upgrade every account to any card product," which didn't really answer my question.
Anyone have a similar experience? Will I ever be able to PC to a Quicksilver? I wonder if calling would yield a different result...
is captial one the only lender that has to have an " upgrade offer" for you to PC? seems like amex and chase will PC you to anything at anytime, of course pending the 13 month mark and staying within the same card reward point system and not mixing with cobranded cards etc.

I think with the higher tier cards (Venture, VentureOne, QS) you can pC without as much effort, but with the "average credit" tier products (QS1, Journey, Plat) you have to have an offer available. Not 100% sure on that but that's how it seems to be.

This makes complete sense if this is true. I had my Plat card ( after 5cuts i got credit steps 300->500 ) for about 6-8 months, PIF multiple times a month ($500 SL) and then on my 7th or 8th month or so I PC to a Quicksilver with no AF. I used the chat feature and asked if there were any offeres available to my account. She said yes, we can offer you 1.5% rewards and a no AF QS, i said ill take it! After keeping the same apr and no signup bonus, i said sure why not.
Fast forward to almost 1 year with the card ( aniversary is 11/2/17 ) and I only received 1 CLI for $200. I'm over CapOne, if they dont give me anything good after one year, running almost $500 to $900 through my $500 limit card almost monthly, than I am SD'ing it.. I've got 2 other cards with 1k and 5.5k limits.

I had a Platinum Visa when I started with them and eventually they upgraded to the Quicksilver One, but I still had an AF since the Platinum had an AF. I tried a few times to PC to the QS with no AF but was no go. I eventually applied for the Venture and got it. I wasn't going to carry two of their cards wth an AF so I chatted with them again and they finally allowed the PC to the QS with no AF. I like the easy rewards and the Hassle Free Giving for my donations.

You can request a SP CLI through the luv button 6 months after your most recent CLI (so in your case, Credit Steps). Auto-CLIs aren't guaranteed other than Credit Steps and aren't necessarily often but requesting them via the luv button is always a SP with Cap One. You should be pretty close to able to request one if you can't already. Worth a shot, anyway.

My QS1 was a 'legacy' HSBC/Orchard Bank MasterCard, and I was repeatedly told "there's no offer on the account". I was actually planning to combine the card into my existing QS Visa Signature before the $79 (!) AF hit again, but in February I tried again (with chat) and there was an offer to PC to a QS or a Venture One (I chose QS).
Note that in my case, I had tried just weeks earlier only to be told 'no', so there's definitely no harm in trying often (I was once told they evaluate accounts every three weeks, although I'm not sure if this is accurate or not.) Also it's YMMV with how long it takes, since I tried for literally years while some people can get approved for a QS1 or Platinum and get upgraded to a QS only a few months after the card is opened... there's no rhyme or reason it seems.
If you have an AF coming up, many times they will waive at least half of it which might be 'good enough' to give you another year to work on getting upgraded to the no-AF QS. That's up to you, of course... some people would rather simply combine the card into an existing no-fee Capital One card, or just say 'the heck with it' and close it altogether. In my case, the card was (and is) my oldest bank card, so I really wanted to keep it open as long as there's no fee.

Alot of people have success just trying another time of day or next day to reach a different CSR, since most all give different info from other CapOne CSR's. You migth just be better off trying the chat feater at a later time.
I've used the chat feat about 6 times in a weeks time, and never got the same person twice ( supposedly )

I do find it ridiculous that you need to have an "offer" to do anything in the credit card world these days. You need an "offer" to balance transfer, and you need an "offer" to product change through Capital One. Often you'll notice how the CSR's are at the mercy of what a computer tells them to do as if they don't have a brain for themselves. If companies would train their CSR's better and let them make their own decisions regarding each customer's request and individual circumstance, customer service satisfaction would rise.
It should be completely up to the CSR's to product change a customer from one product to another upon request. Just simply have a couple of guidelines, such as 12 months at a minimum as a customer and good payment history. Not, "oh the computer says you don't have any offers, sorry." Well, guess what, a computer is programmed, it doesn't have feelings or a "gray area decision-making ability.
