Is current member of Amex only get SP if new application is denied?
Yes. So far there's no indication of a hard pull.
But I really didn't want to make an application for a new card; I just wanted to PC it if a PC was available. If not I was just going to wait for the Barclays card, and I'd wager that Amex will then offer me some account or another rather than lose the business.

No offense to anyone, but I thought it was already established 3 or 4 months ago that jetblue was going to barclays and if you wanted to stay with amex you had to reapply

Correct.
No offense taken, of course. When I called Amex, the C/S rep told me the same thing that OP was told: you could convert the JetBlue to an Everyday card. This was not described as "apply" for a new card. Obviously, I can do that whether I have a JB card or not. Add this as another data point why Amex C/S is now far worse than Chase and Citi. Their reps are generally clueless.

It was established a year ago that Jet Blue was going to Barclay this year, but no information was available until the other day as to what we would be getting from Barclays, and as of now there's still no clear information on what we can do with Amex.

It sure seems that way.

And falling below the supervisors of capital one (first tier even). Had one cap one rep hang up on me when said my card was not earning rewards, when letter in documents said it was, else everyone saw the card conversion. Got to get US reps for anything besides lowering Apr with amex. They are not keeping their training up.
Details regarding handling of conversion are starting to come to light.

Details on new card shouldn't be too far behind.

Interesting that it's silent on whether Amex will be offering anything to the card holders, or whether at the end of the day their card will just turn into a Barclays card.

And I also found this somewhat strange:
