This has been an ongoing issue since 2016. Some say Cap1 said they wont change networks. MC to MC. Visa to Visa only. But some slip thru the cracks and are able to switch. Cap1 is always changing networks its hard to keep up. Maybe someone that was succesfull will chime in.

The VentureOne has been issued by both networks (Capital One interchangeably does this from time to time with new apps). However, that being said, the MC and WMC versions do exist. Here's a pic someone posted a while back with their VentureOne WMC.

My recollection is that when you PC a CapOne card, the only thing that changes is the rewards program that it falls under. The underlying account, account numbers, payment network, credit limit, etc. does not change. This is true even if at that time, the card you are PCing to is issued on another network.
So for example, if you had a Visa Platinum and PCs it to a Venture One, it will stay a Visa card even if new Venture One accounts are currently issued through MC.
As for CapOne cards in general, as everyone already mentioned, they switch networks for the cards they issue all the time. My old Venture One was a Visa Signature. Then they switched to MasterCard a year later and mine stayed a VS. Now they are switching back to Visa and I've PCed it to a QS (still a VS card).
The only exception to the above is apparently recently they've been notifying existing Venture cardholders that their MCs are being converted to Visas. No idea what's going on there and it's not the usual thing they've done in the past.
