Unauthorized does mean unauthorized. But no does not mean unauthorized. Citi had every legal right to pull the credit report despite him asking them not to.

I understand your point. However, you also have to try to understand my fustration, especially when you are told to do something for a reason and they end up doing something else. In other words, an employee from citi especiafically advised me to send in a copy of my recent CR's to avoid a new inquiry, which I did. The only reason as to why I paid $14.95 for TU report and $14.95 for EQ's report was to avoid a HP on my credit. I did my part from what I was promised but citi pulled a fast one on me and ended up doing whatever they wanted. How would you feel if you were given a cc from citi and was told no AF and on your first statement you were charged a $39.00 AF? Now, do you see my point?

Sounds like you're saying that you were advised by a representative of the company that they were NOT going to be pulling your report. If that's the case, raise as much hell as possible. Make sure you let the rep know you were told they were not going to pull your report and that they did. I would be irate if they told me they weren't going to hardpull my report and then went ahead and did just that. I assumed it was just you ranting that they didn't listen to you. But iff they agreed not to pull it and still did definitely give them a call and get it removed.

I read both sides of the argument and I think I agree with you more. I'm not saying who's in the right and who's in the wrong, but the CSR misled you into buying and providing your own CRs just to avoid the inquiry.
Citi's policies might be to pull a new CR, but the CSR that spoke with you did not articulate that correctly and instead misled you with other facts. I would definitely try to argue using this point. Even if they can't remove the inquiry, get them to reimburse you for the CRs that you paid.
