No, it is not a scare tactic. You likely spoke with a CSR that may not be as well versed in the process. I have spoke with a WF CSR who was unsure, then another I called in about a CLI and the CSR said she would walk it through (to whichever screen she noted) and said if she got to the end it could be submitted for a SP. You can try every 6+ months.
