While there may have isolated cases of people getting AF waived for these types of cards I would suggest you probably not apply for them if you have an issue with paying AF fees. They are able to offer the extra benefits of these cards partially because of the AFs. Not likely for them to routinely provide airline credits, concierge services, etc for no fee.
AG, welcome to the forum.
There are many members on this forum that do not like cards with annual fees. Almost every AMEX charge card post has a mention of someone that is planning to cancel the card once the annual fee comes due. If the $450 dollar annual fee will not be significantly outweighed by the benefits of the card, why would you want to get it? I am not trying to argumentantive, I just don't understand the thought process. This being said, unless you NEVER travel, this card pays for itself immediately:
Assuming you paid the full $450 annual fee and fly somewhere once in the first year the annual fee is totally offset. $250 airline credit, Admiral Club access $60-$100 savings (even if you only flew one round trip with no connections, 2 visits at $30 to $50 each visit), 30,000 Points sign up bonus ~$300 (could be significantly more if you're saavy), there are more benefits of true money saving value (Global Entry Fee reimbursed, free green fees, 4th night free at hotels) but if you only travel once a year that wouldn't be as valuable.
This is all well and good, but if you aren't a frequent traveler and just want this card for it's regular spending points accrual; it would be a terrible reason to get this card. The reason I say that is the accrued points become significantly more valuable when redeemed for travel related rewards. If you are someone whom only travels once a year, this card would not be worth keeping into the second year, when the annual fee becomes due again.
If you were a frequent traveler, the fourth night free is a HUGE deal and could end up saving you 10's of thousands if you stay at nice hotels and/or travel frequently.

This card is on my radar over the next year or two if I could get it with the $350 AF.

I am going to get it soon. I am still so mad at myself for getting the ThankYou Premier a few months back, I didn't even know the Prestige card existed at the time otherwise I would have it instead. I am just hoping to use it in tandem with my AMEX Platinum when I book hotels so I will be able to book back to back 4th night free rooms with each card. 8 nights, pay for 6 sounds good to me. Switching hotels in the middle of a trip is worth a free night at each, at least to me.

Is the 4th night free standard all the time with the Platinum? Or is that just something they run periodically?

Sounds like a FHR benefit.

Nixon is spot on as he is 94% of the time, I've kept a tally. It is a Fine Hotels & Resorts perk. Pretty much any city I travel to offers at least one FHR property running a 3rd or 4th night free. All of the FHR hotels have free breakfast for two each morning and $100 whiskey credit (food/bev credit) or $100 spa credit (so Irish80 can get his mani/pedi)

Sounds like a plan.

Exactly what I'm thinking, too. The Citi Prestige is more versatile than AmEx Platinum though because with the CP the 4th night is free at ANY hotel; the AP requires you to select from a very limited list. By the way, you might get a better sign-up deal than the generally advertised 30K bonus for $2K over 3 months. When I used the Citi pre-qualification link a week ago, I was offered the Citi Prestige with 50K bonus for $3K spend over 2 months. Card arrived two days later.
