Well, I can add to this as we just got a CLI denial letter today in the mail.  Here's history...

I am AU on BF's gap card dating from 2003. He had not used it in over 2 years. I knew that, but since it just reported to my reports for the first time since being added as AU, I noticed that his CL was originally $500, was decreased to $400 over a year ago and just in March was decreased again to $300.  I suppose this is due to his inactivity.  Anyway, started using the card last month...school shopping and $300 is not much, so we asked for CLI.  Got letter today stating:

Need to establish a 4 month payment history at your current credit line

I suppose his long period of inactivity is the problem and in a few months we can try again for CLI.

Yes, I waited after the 4th payment to post on the account, which is 4 months.

actually, YMMV.  we have a mervyns card, going on a year.  NO CLIs.
