I went back and checked my statements and found this isn't true. I have a Sam's MC card, and have done one quick cash for $100 at the pharmacy, and on the same shopping trip, got an additional $40 at the front registers. I don't do multiple advances in the same day often, but we were heading out of town and needed a bit extra cash just in case.
Maybe only the Sam's MC card doesn't have the daily quick cash limit.

Either there was a glitch or you're a unicorn, since you seemingly bypassed not one but two rules:
"Cash access is a cash advance on your account available at Sam's Club-owned registers in Sam's Club locations and Walmart-owned registers in Walmart stores. Cash advances will be treated like purchases on your credit account. Cash can be taken in $20 increments up to $100 for Sam's Club Credit cardholders. No more than one cash advance may be obtained on your account each day. Subject to credit approval."

Note that there doesn't seem to be any exception noted for the MC versus the PLCC (I have the MC myself).
