You have to sign in first- and see pre-approval offers.

Timothy, I registered. It wouldn't let me use my existing u.n. & p.w. for the cc accounts I have with them. (not complaining..no biggie, just fyi.)

I get the strong impression that where I am taken is actually the page where you apply for the card. It has all the information that a mailed pre-approval has, including ssn, HHI, balance transfer options, etc.

Could I be mis-interpreting this?

On the WAMU sight, I don't think that the pre-approval page actually works unless you have an account with them already. I created a password and name to try and see, but it doesn't work for me (it doesn't request any SSN info. for a soft pull). I'm just taken to the regular Plat. MC application page.

Current:
TU (5/14/14): 796 (Inquiries; 8/23/13)
EQ (3/23/14): 791 (Inquiries: 8/23/13)
EX (9/24/13): 780 (Inquiries: 7/2/12; 11/20/12; 7/30/13; 8/23/13)

Goals: No new inquiries for 2014, 800 for all CRs by 12/31/14

I do. It's not a bank account, but 2 cc's.

Maybe they require for you to have a bank account or some saving vehicle with them before the pre-approval site works. *shrug*

If you're just seeing the application page, then they don't have a preapproval for you.
 
If you're seeing an offer for a Plat MC with a specific rate in the T&C (not a range of possible rates), then that is a preapproval.
 
They don't need SSN to pull your CR.

Really? I thought they need it to pull a CR. BoA and Amex both require it for a soft report to be run. That's interesting.

Nope, it's not needed.  SSN is not even needed to report a tradeline.  My DF added me as AU on her WaMu card, and the account showed up on my CRs.  WaMu never asked for my SSN before issuing the card.
