Yep, for some reason the CSRs don't know anything about either the $200 hard limit or $500/autopay Zync counteroffers.

pehaps they are trained to deny the existence of such card/limits unless the member has one... "these are not the cards/limits you are looking for"
The hard limit offer is a computer generated resonse, it's not subject to human over ride. No regular CSR knows about it (or if they do, they don't dare mention it). It's a newer program AMEX implemented to garner market share when they realized their customer base wasn't growing fast enough coming in to replace those "going out" and not many younger people have much credit history (ZYNC's target market is mostly college age and those who do not have a lot of credit history). This all started back in 2008-2009 when they came out with ZYNC.
The HL is AMEX with training wheels (they watch your history etc and promote you later). The system should have kicked out a snail mail form that will probably come in the mail by the end of the week at the latest, it should come with your denial letter actually (yes, you're denied NPSL but approved for HL). You will need to supply your banking info on the form and mail or fax it to the number provided.
They don't want to appear to be anything along the line of "sub prime" by giving a "limit" on a charge card, so you never see it mentioned anywhere in advertising or on their site. A bit of AMEX's allure is prestige, which does not come with 200 and 500 limit cards connected to your brand.
