What card is most likely to approve me?

Quick question- I'm in a temporary cash squeeze- Any idea where to look for fastest, most likely card approval (for quick balance transfer)? I have a 734 score, decades of zero lates, avg account age 19 years, but... high % utilization (not maxed, but not far off). Any useful advice appreciated. Please, however, spare me from any fussing you may have. Knowing how to properly manage things and being able to do so under the conditions life hands out are two different things. I have the first, but right now, not so much the second.

From the amount of "pre-approved" offers that I'm receiving from Capital One, they must be looking for new customers now. They have done soft inquiries and I am meeting their standards, at least for sending out an offer. During the time of recent inquiries, my utilization has been high: 55-65%. Several cards are really high: one has been $40-43K against a $46K limit. My credit is perfect: no negatives of any kind and newest inquiry is 2 years old.

 

The offers are for 0% interest for a year. CapOne always does BTs with no transfer fee. Capital One does do hard inquiries on all 3 CRAs. Their limits are low compared to others. My two existing CapOne accounts are $18K and $20K, which makes them lower than most of my accounts.

 

I also know what to do to stay out of trouble but was almost wiped out by my ex-wife. I'm digging out now but have huge revolving debt showing on my reports. I just need to get it down before the 0%, 2.99%, and 4.99% balances start to end next year.

I have 4 cards (one is a Capital One, so can't look there), total utilization about mid-90% (yes, yes, I know. Glad this forum is anonymous.) Lines total mid 40's.

Citi Plat Select is offering 0% for 18 months right now

Nationwide sometimes doesn't mind high util and other times they do.
