if you do the citi offer, it's not going to report anything to your credit, so your other creditors will not know about your 0%. but honestly for saving money purposes, I would take advantage of the 1% payment with citi and plow all your money into your cards at 20+% and just pay citi minimum, at the end of 12 months it's only going to 13.9% which is still way lower than 2 of your other cards and there is a chance that if you have not brought your citi balance down, they would be willing to renew the payment offer for another 12 months.  If policies have not changed, they will allow you to do the payment plan for 12 months twice, I have done it before, the 2nd year they locked the rate in at like 2% instead of 0%

It's a positive. If you lost the credit limit on this account your utilization would go up because that CL would no longer be factored in.
