Okay so right now my dad and sister are a joint in a US BANK CC, obviosuly my dad is the primary, if something were to happen like death (GOTTA BE PREPARED) what would happen to that acct? Will it now belong to my sister??

If she is a joint cardholder she will still be responsible for the account. They 'may' decrease the CL based on her income.
Wells Fargo did this to my mother after my Dad died. Even though the accounts had been opened for over 20 years, no lates, etc-her income was much less than his.
YMMV
on a joint account they are both equally held responsible, if its an au they would probably close the card etc... she could say the account was not hers if a balance was left on it and get it removed from her reports.
