Well, your EQ FICO is at 681 today. Going from 88% UTIL to 35% would be a very nice boost to your score, which should help a lot. If you can get it to under 10%, that would be even better and help with approval and probably CL as well. Do you have any baddies?
Which one is easiest is subjective. They both have their own models, and react differently to previous baddies, existing or previous relationship (checking account with Chase, etc), as well as many other factors. That's probably why you'll get both answers in this thread. I would just work on improving your CR before you apply, and then app for whichever card has categories that are most beneficial to you.
Last year I was instant approved for Chase Freedom 3.5k. This year I was approved for CSP for 5k after 7-10 day message. Didn't have to recon. App'd for Discover It, got the 7-10 day message, reconn'd twice, denied twice. They didn't like my two old medical bills. That was the only thing they mentioned they had an issue with on my reports.
Have you considered the Sallie Mae Mastercard? It might be better than Discover It or Chase Freedom. Assuming you need some of the 5% categories it has.

It depends on your profile to be honest. IF you have a no credit and looking for an intro card to get in, Discover would be your best bet. If you're looking for an card after building up atleast a year of credit (with no baddies), Chase would be your best choice (freedom in this case). If you have derog items on your CR for TU, Chase is best choice most of the times. If you have derog items on your EX CR, then Discover is your better choice. Chase has the better recon of the two while Discover tends to be very conservative with their CL (especially if you have baddies or too many new accounts)
