Re: What should I do?

You would get good apr cards through CU. You could apply for new card as many of them come with 15 month or more 0% apr promo with citi simplicity being one card. You have long history with Citi and they are generous to existing customer. You could also call citi to get better apr on your existing card.

Re: What should I do?

22.95% is pretty normal for a store card.

Is this the card underwritten by Citibank? If that's the case, you can probably request a CLI over the phone...just like you can with other Citi cards. I'm not positive though...

Anyone know more about this?

In My Wallet: Amex BCP (12/12) $50,000, Chase Freedom (12/12) $16,500, Cap1 Quicksilver (6/12) $14,000, Barclaycard Rewards (5/13) $10,500, Citi Prestige (4/16) $30,000
