I sent an off cycle report from my Discover showing 1% utilization tomorrow, it may take 2-3 days before CRAs process it. I want to know if it will be processed in time to boost my score so I can apply for BBR before it is discontinued.
I do not think anybody will be able to give you a definitive answer (except for a BofA employee) but if I had to give it a guess I would say midnight, eastern standard time on 25 May. Watch it still be available at 10 am LOL.
I wonder what would happen if someone were to apply for the card, say 24 May and not get an instant decision....then by the time someone reviews the application it is 26 May and they say, sorry Jack, it is not longer available.....

When do you recommend I apply, I might just go ahead and apply without my utilization updated. How long does it take for CRA to update information on statements sent?

Honestly, I would say go for it now. It is kind of a now or never situation. Only one more full day to go.....
I was denied back when I first heard they were being discontinued, But I called friday for reconsideration, the rep stated that he approved my reconsideration but the computer denied it... not sure what that means but he said I should have been approved so he upped it to another level of reconsideration... Needless to say I'm not that hopeful but it would be nice to get one before they are gone, my luck is if they do give me one it will be for a low limit then theyll just cancel it on me or change it to something else.

As stated upthread, unless someone works for BOA they aren't really going to be able to answer these types of questions.
If I were you and this is important to you, just apply today or tomorrow, before it is pulled for apps.
Update: Working again. 05/24/2017 12:56am -- Get it while you still can.
If you go on their website and click the apply buttion it's now giving an error. You can click apply on all their other cards and it'll go through. Looks like it's gone. Hopefully it's still around for those that still have it for awhile. That $100-$120 a year free to just throw in your retirement accounts was a good deal. Pair it up with their rewards card redeeming points into your checking and you benefited a lot.
I got a Cash Rewards and was about to apply myself. I should've done it earlier. I'll update if the error page goes away.
