When the annual fee is charged after PC from CSP to CSR is the annual fee pro-rated as of the date PC was requested or when the fee is charged?
no, its just a flat fee of 450.
So here is the full picture:
2018 June 10th, app and approved for CSP, no AF
2019 June 11th, PC to CSR, 300 travel credit available, no AF

Would have been sweet if annual fee were prorated.
Edit: You pc’d at or near first moment you could so, so even pro-rated fee would be almost full fee anyway, but you did get a nice delay before it was charged.
I got my CSP in January 2018, PC'd it in May 2019, and nearly immediately got the prorated refund from the Year 2 CSP fee.
I got the $300 travel credits soon after that.
I thought the CSR was prorated also, but it posted the entire $450 fee on October 1 2019.
Now I wonder if the CSR "anniversary" has been changed to May timeframe, rather than being January. If the anniversary remains January, then I've been overcharged for 2019 AF, $450 for CSR plus $30 for the CSP. The full fee being charged in October leads me to believe the anniversary has been switched to April or May or mid-year.
Yes, the anniversary date changes when you do a PC. My CSP was opened in a January, PC was done in an August, and my travel credit renews in August. I was given a prorated refund on my CSP's AF as well. Fair enough but not as nice as Amex's prorating when I did PC from SPG to SPG Luxury on launch day (half of SPG back, half off of SPG Luxury, and still got full $300 credit with no change to anniversary date).
