Is it when the 5th statement is issued or when the whole balance of the 5th statement is paid off?

I received my credit steps at my six statement cut. I did have a balance when I received my increase.
I received mine roughly 2 days after my 7th statement.
If you go by how they age accounts, I was on my 7th statement but my account was 6 months old so unlike some, mine was 7th statement not 6th (or 5th). (explained by phone rep)
You dont have to pay it off, most of the CLIs ive gotten are when my cards near maxed out. The credit steps (provided you followed the rules) ignores everything, youll get your CLI.
There was a thread floating around here somewhere that a Cap1 rep explained how it worked, but the CLI will take effect at the 7th statement cut if you made your first 5 payments on time.
I received mine when the 6th statement cut
on the day after 6th statement cut for me
initial CL $1k in december. Said after 5 timely payments, the 6th statement a $500 increase.
So after the 5th statement, I thought, hmm ive made WAY more than 5 timely payments. So I requested a CLI. got 2k. Then a week later the credit steps 500 tacked on for my total of 3500.
