For me, it was Chase.  They offered me a 5,000 CL on their BP gas card.  But I had (and still have) a Geico card at a 5,000 CL from various auto CLs.
 
I would like to see if someone would offer me 10,000 but that's only because I want to have a card at 10,000.

My scores were all in the 750s range, had 2 inqs on EQ at the time. Penfed does not like recent inquiries or balances on your CR so make sure you PIF, wait till it reports 0 and than apply for penfed.

Ofcourse I wont be charging JUST gas for that 35k!! Its just a bigger, badder cushion for my UTL =D
The higher the CLs you get, the better is my motto! lol

Citi, BoA, and Amex are will known for giving out high CL's. As far as the other issuers go, I think it's very hit or miss. WaMu was DW's 3rd card: when her other two were at $500, they gave her $3,500. I have several cards with limits of $5,000 and they only gave me $2,000. As for Juniper, I've seen people who say they gave their highest limit but there are plenty of cases of people getting $500 when they have five figure CL's. Chase is another one that can vary, but they're also very stingy with CLI and requests always cost a hard.

Navy Federal and Pentagon Federal and some other large credit unions extend the highest initial limits to most.

I have seen some very high initial lines from Chase Citi BOA and of course AMEX. Rebuilders of course won't get high initial limits.

Juniper gave me my highest non CU initial line with a $7500 Sea Miles card. Wamu was the lowest at $2K.

All of this credit experience will be a very YMMV type of thing. Most of the lenders are all over the board and the more you read the more you might come to the conclusion that there is a primate throwing darts for approvals and initial credit limits. Sure feels that way to me sometimes.
