Generally speaking, yes. This is especially true if you have had a long-term relationship with your bank, never bounce checks and have a good amount of $$ in your account(s). I had no credit after having bad credit, and my bank was the only one who would extend me credit. In fact, they gave me an unsecured Visa with a CL of 2K...that is a lot for someone with NO credit.
