Have never had a CLD decrease from either Citi or Discover. I have received a CLD from ~$16k to $9100 a few years ago though, from BoA...
I think CITI is most notorious for CLD followed by BOA
BOA was most notorious for CLD back in 2009, 2010, 2011...have not heard recently...
I had CLDs from both Citi and Chase around 2010 (Salary Reductions, furlough days, and high balances)

My direct experience with high balances after the credit crisis, Chase, Citi and BofA all ran CLD on my large balances, which all were on favorable terms.
Chase and Citi each closed certain accounts.
Citi tried to change terms on an account, which I closed myself to freeze, with balance still open. Citi closed the other on their own, with balance still open.
Chase also tried to back out of the low APR, make it impossible to maintain, but got whacked by the court threat and backed off, ended up only accelerating payment terms to a minimum 5% per month.
BofA only did CLD, never changed the APR on my cards, still 7.90% and 11.24% on those two cards.
I did not have any Discover card until after the crisis, no balances to CLD.
I ended up with only two Citi accounts, closed, with balances, paying them down, when I got the Diamond Preferred in 2012 with a $1k CL, still $1k, still my only open Citi card.
So on a relative scale, I have to say Citi, then Chase, then BofA from most to least aggressive in CLD. BofA just gave me a $3k CLI a few months ago on the 7.9% APR card they had CLD to 12,700, which made me happy. I got two cards, Marriott and Hyatt from Chase recently. Haven't tried with Citi, but that's primarily because their cards don't really appeal to me, except if I get to the Prestige, but that's a big jump. Did try the CLI SP with Citi, "too many new cards", so stuck at $1k. no biggie.
