Who is at fault? TransUnion or Capital One?

I'm really at my wit's end on this one. Maybe someone here can offer a suggestion.

I have a Best Buy Store Card (referred as BB from here on out) and a Best Buy Reward Zone Master Card (RZMC). Both used to be HSBC and then went to Capital One.

Both of these cards reports just fine on my Equifax and Experian CR. On my TransUnion report, it does not.

One day I pull the TU CR and only the BB card is reporting on it. Another day, only the RZMC is on it. I have tried to dispute this with TransUnion but they said I can only dispute what is ON it and not what is NOT on it. Fine, that makes sense. So I call Capital One and tell them about my issue. They said they show that they are reporting to all of the credit bureaus. I pull more reports, the RZMC is on it, not the BB. I wait and pull again, now the BB is on it, not the RZMC. I call TU to escalate the issue to a more senior department and they told me to contact Capital One. I contacted the EO at Capital One and they looked into it and said it should be fine they see both of the cards on TU but make take up to 90 days. I've been dealing with this for months now. So I've gone ahead and disputed both cards (separately since they don't show up on TU at the same time) and Capital One reached out to me again, this time by mail. I wrote a letter, sent all supporting documents with copies of my TU CR. They just sent me 2 letters back saying they're reporting to all 3 CRA. I pull a report. Nope. Just the RZMC now.

One other point I should make is at some point throughout the payment and credit limit history (pulled full report from TU), both account's Credit Limit and High Balance is mixed up and cross-ed reporting as one account. Meaning. Somehow the data from both account is showing up in the history as one. At one point it was reporting as the BB with a CL of $10K. When $10K was the RZMC CL. Then it would show the BB card having a high balance of $8K but that was the RZMC, the BB never had an $8K limit. So technically the information is not reporting correctly.

I'm starting to believe that it's when each of the card's statement cuts, it overrides the last card and reports only one of the two at any given moment. It didn't seem like it used to happen every month but now Credit Karma sends me an update twice a month that a card was removed and a card was added. I get this pretty much all the time now.

So who is at fault? How do I fix it? Neither company wants to help. Maybe I should just give up. I'm just annoyed that it's my report and I can't do anything about it reporting correctly.

I would place the fault on TU. if the cards are reported correctly on EQ and EX then issue must be with TU system. If wrong balance are being reported and they do not correct it then you complaint to cpfb. For EQ dropped my apartment number from my address with TU and EX reporting it correctly. I had to fax them my state id to get it corrected. I was not able to open a brokerage account because of the address problem. Upto 10% of the users have reported having incorrect information on credit reports.
