I don't think anyone is 'afraid' of interest. But I think that 15.99% is higher than I'd pay. I personally only carry balances on my Ring (8% APR) or if I have a 0% APR offer, and I don't see ever carrying a balance on my other cards (ranging in APRs from 13.99% on my Sallie Mae to 22.24% on my Blue Sky. Most are around 17.99-18.99). Maybe one day I'll be able to get my APRs down on my BoA cards to the lowest they offer (I think the lowest is 11.99%), or on my Discover card at 10.99%. At those rates, I'd consider paying them interest (if I had the need to carry a balance).
