The work around for Costco I had to use once, because they had a $100 pre authorize charge that kept getting declined because I only had $76 left in my checking. The trick is to go inside Costco and buy a cash card (gift card) for an amount (say $20). Then take that card and pay at the pump. It will automatically stop when there is nothing left on the gift card.
