If they let people combine limits, the folks would be more inclined to keep their existing card rather than applying for a new one with a much larger limit. That more frequent the permissible purpose the better for them.
Don't know why exactly...It costs them money to do HP.
Just a policy I guess...where I work, if someone buys the wrong item and wants to switch to something that costs more, we refund it and make them buy it again. That winds up costing us money because there's a swipe fee associated with refunds as well as purchases. (The cheaper way would be to take their card info, manually process a payment and then create the order -- more work, but saves the refund fee; however, we almost never do that)
I agree it's annoying, but every issuer has their own annoying policies, so let's not be unfair. For example, like someone mentioned, Chase not lowering APR even after years and years of good usage. They may not outright say it, but to get a better APR, or even a big CLI, you almost always have to apply for a new product -- same thing you have to do with Capital One. Yes, Chase doesn't triple pull, but otherwise it's the same thing -- if you want a better CL or APR with Chase you have to just reapply. So it's not entirely unique to Capital One.

Yes, with BK 13 taking time off for rehab participation.
I say its because of the AF.....most folks who have a low limit on their Cap 1 card usually have one with an AF. Why would they combine limits on say 3 cards and end up with 1 AF........just my 2 cents worth
