Will Re-opening CC Help Util?

Right now I am working really hard to get my utilization down that is now hovering at 50%.

 

In combing my CR I noticed that a GEMB/Thomasville card w/ 15K limit was closed 9/08 in good standing. Never late. I think they closed it when I got credit at Sleepy's which is also GEMB, because it shows closed the same month Sleepy's was open. Sleepy's still open no balance, no lates.

 

I'm wondering if I shop at Thomasville (for a small item!) ask to put it on credit, if they will reopen the card with the credit limit?

 

1. Will they make me re apply?

2. Will it result in a hard pull?

3. Will my 2 baddies effect their decision? 1 30 day late 6/09 and 1 released tax lien

Or will they only look at score? EQ - 684

 

4. Does recent adverse action effect anything? In May BoA CLD my card with them, resulting in 50% util.

 

Is it worth it to get util down?

unfortunately the answer to questions 1-4 are most likely yes.
