I doubt it. I had a Target CO that was deleted from my reports after I disputed it with the CRA's (the balance they were reporting was not correct). I finally got my credit scores up high enough a few months back to try for the card again, but I was declined. They said their reason for denial was that I already had a card with them in the past that was CO'd.
However, your case may be different since yours fell off due to CRTP and is, therefore, a lot further in your past than mine was when I tried re-applying. Your credit also sounds a lot better than mine was when I re-applied. I think they denied me without ever even pulling my credit, though, because they saw my old account in their internal records before they even did the pull. I did not even bother trying to recon, so maybe that would have changed things if I had a chance to explain to someone WHY my old account got delinquent in the first place.
Target backlist's big time I tried an I was denied due to a account that went bad with them almost 10 years ago. So you can try if you want but it will most likely be a denial.

It falls off of your public credit report by law after 7-7.5 years, but not from their private report. They still have an unpaid account for you on their system. Call them and offer to pay them back all the money you owe them in exchange for them re-opening the old account. If they say no, then no harm done. If they agree, it'll give you a great boost to your Average Age of Accounts.

Well i filed Target in my Chapter 13 an it was paid an the account is not showing on my credit report but i'm still in there system an they told me flat out no.
