I believe the steps for the QS1 are as follows:
1. Apply for QS1 with $39 AF - it is a MC
2. Call in and ask to have the AF waived - this was very easy for me with a regular CSR, and lots of people have done this
3. Get limit over $5k
4. Call and get it comverted to WMC, possibly through EO
5. Not sure if this last step is possible, but have it further upgraded to WEMC
You have to start with a QS1 because it is a MC. You cannot start with the no fee QS because that is a Visa.

I am curious to why you would want to do this? The card benefits would probably be the same and acceptance too. I have yet to find a place that takes MC but not VI 😉
I personally would joyfully convert every VS I have to WEMC. Bad experience, I will never use VS "benefits" again.

as for staying on topic, I don't think a WEMC is worth chasing unless its a card you already want or just have to have that shiny silver logo at all cost

It is possible to start with a Platinum Classic, or Platinum Prestige or other Capital One MC that is NOT a QS1 and eventually wind up with a QS WMC. Also, the limit they will convert at varies. I got in at $4,000. My QS WMC was originally a Platinum Prestige.

I think no switching between card networks is pretty common actually. When Citi or other banks allowed it, they were allowing it to MC because they were transitioning all cards. Is there a bank which allows this?
