Citi approved me for a TY Preferred card in 07/13 with a $2,000 limit and 16.99% APR. I was hoping for the World Elite card . They bumped it up via CLI to $3000 about 7 months after. Since then I've more or less let the card sit unused because I don't value TYP worth more that 0.01 (for cashback redemptions).

I did a PC Citi AA WMC and got WMC also on the DC ..kept CL and APR too
When did you do that? I kept the CL and APR but went to the non-World version from a World TYP
When I PC'ed from Dividend (was not WMC even with >5k CL) two months ago, I received a WMC on my DC. I would only assume that it is in Citi's best interest to issue more WMC's than Plat's because of the higher swipe % Citi gets on WMC's (if that's still the case when comparing plats to WMC). This makes them more money than if they issued as platinums (and I assume let them introduce the DC product to begin with). And as you point out frequently LTL, the benefits granted on a WMC are not very often utilized to even useful to the common "joe".
I don't think MasterCard has any minimum limits for their tiers like Visa does. Both my WMCs have lower limits than my Platinum MasterCard, and my BoA WEMC is even lower than that.

Not a "real" World MC? Who would spout such nonsense?
DC doesn't show as NPSL on reports, but it is a real WMC and you can go over the limit. I went over my limit by $200 or so and paid it in full before statement closing. No question asked. There is no over limit fee.

MasterCard eliminated all minimums in early 2014 which is why we now see tons of issuers with World Elite cards up for direct app including Capital One, Citi and Barclays. Capital One and Barclays can issue WE starting at $200 and Citi is $500. It reminds me of The Incredibles regarding supers being special and what would happen if everyone were super. Now that everyone has World Elite, it means nothing.

Not quite that low but I do have a Citi Double Cash "World Mastercard" with a $2600 CL LOL
Unless someone has a counter-example I believe all Citi DoubleCash cards that were direct applications (not PCs) are WMCs regardless of credit limit.
My guess is this is done so Citi can get higher swipe fees to cover the rewards program.
As for whether it is "real" or not, bear in mind that WMC, WEMC, and VS are not direct indicators of a Flexible Spending Credit Card, card issuers can and do opt out of that part.
Conversely, a FSCC is likely to be a VS, WEMC, or WMC.
