This sums it up...  Citi is offering loan-shark rates.. 20% for a 4 month equity raise / cash infusion...  they need cash.

 

The thing is.. If you don't opt in, you may end up with a CLD or a closed account anyway.  How widespread is this "offer"?

At least Citi is nice about it, offering incentives.

 

Unlike AMEX, who just CLD you and gives you a bunch of nonsense reasons and putting the blame on card users for not being responsible; punishing them for baddies that happened years ago.
