My Citi Forward has 9.24% on purchases, and is still (thankfully) not nerfed, so that one gets the most love on the regular

It sucks... But 16% APR for BoA Cash Rewards.

I've been calling them every 6 months and succcesfully been getting my APR decrease. I haven't tried any other card. (Still waiting for the promotional rates to end before calling lol)

My lowest is definitely the DCU platinum, as well. I only became cognizant of it recently when they gave me a SP-CLI and also automatic rate reduction from 9.5% to 8.5%

Standard purchase/balance transfer/ cash advance flat rate.
