is it possible to get a capital one secured credit card without running your credit. i have too many inquiries (12) so i rather not run it.

No, they still run your credit but it's pretty difficult to not get something when you're putting down a deposit.
What did you get for all those INQ?
You should still be fine. This is the only way back into a decent credit standing. And don't apply for anything else for an entire year. And even then, start slow.
Take a look at the secured card offered by the State Department Federal Credit Union. I don't know anything about them, other than under their secured card application, it specifically says no income verification or credit check required. It looks like membership is open if you join an affiliated organization.
I think they will still do a HP. But if you need to rebuild or build credit, you need to start somewhere. Sooner you get started the sooner those inquiries will age off of your reports. I read that in a year, they dont usually court towards most new credit apps. After 2 years they are off your report totally.
I know inquiries are important but they arnt the be all and end all of everything. My last 3 cards were gotten with over 20 inquiries on my reports, over 30 on one of my reports. (Barclay, Chase and Discover) Either inquiries arnt as heavily figured as some people say or these companies really want my business
