If you want to really see what pulls, hard or soft, that Target is making, just order you full CR from annualcreditreprot.com. It will show all pulls, including the softies. I think they are full of bull feces.
In my experience, the soft pull comes about two weeks before the statement drops, but I don't know if that's just me or if they are consistent for everyone. From what I've seen, the CLI comes (if it's going to come at all) when either the third, the sixth, the ninth, or the twelfth statement cuts. It doesn't matter when your payment posts. You'll have to wait until the next statement to find out.

My third payment just posted. Then would I know before I post the 4th? I have charged about $140 all together but PIF each month.

I feel your pain. Believe me. I'm in my ninth billing cycle now and still at $200. The last time they pulled my EX they saw a score around 741, no baddies, and must have also seen that they're my lowest CL by a long shot. Yet they still think $200 is all I deserve. When it comes to CLIs they seem pretty random to say the least.

Well the third has come and gone. There just isn't a good reason why I shouldn't see that cli.
