I'm pretty sure my Apple card showed both the CL and the APR beforehand.
My highest limit was my 30+ yo Discover before I had to close it, but is now my AmEx BCE.
FNBO shows the limit on their pre-qual page with a SP. Most people here got the credit limit the pre-qual offered. FNBO was giving fairly high starting limits. They gave me my 2nd highest limit, and highest starting limit so far, of $11.3k. After a CLI, it is again my 2nd highest at $16.3k.
My highest limit is $17.5k on a PenFed PCR.
That's small compared to a lot of people on this forum, but a couple years ago I thought $5k was a big limit for me.

It appears you're asking more than one question, @Times. Is your main question regarding if a lender shows you the SL before a HP? The one that I'm most familiar with that does this is the Apple card, and it was exactly correct on both the offered SL and APR. Some lenders will give you an "estimated" SL on their preapproval websites, but they are sometimes high or low from what you actually get.
If you're asking about the highest STARTING limits, there have been threads on that topic before. >THIS< is a recent one. My two personal highest SLs were $35K on two different cards with Chase and USAA. Some other members in that thread reported getting even higher SLs. Starting limits are often much lower than how far a card may eventually grow with time and heavier responsible usage. Moreover, the individual credit profile is the primary determining factor in starting limits, moreso than the card/lender.
If your question is about our members highest total credit limit, I'm aware of several who reached limits well into the six-figure realm on a single card with very high income and/or spending. Personally, my highest limit right now is my Chase Sapphire Reserve with $90K followed by my Bank of America Premium Rewards at $85K. Both of those could be higher if I chose to reallocate limits, which both lenders allow. (My TCL with Chase is $138.4K and with BofA $99.9K. I'm not alone; we have multiple members who are in the same ballpark with both lenders and others who are quite a bit higher.)
One of the highest and recent limits I've seen was a $250K CLI on a single Citi AAdvantage Executive WEMC. That is not an isolated case. That member reported spending $90K to $100K monthly on the card.
I'll note that there were a >lot of concerns< from some of our members about the X1 card, including >credit limit decreases< for insufficient usage of the approved limit. So be careful with that one; use it or lose it. My >biggest personal concern< was allowing the third-party Plaid to access my banking to data-mine. So while it's true that X1 was giving larger-than-average SLs, that wasn't always the case depending on the credit profile and the amount of information they could glean in one banking account through Plaid. We had some members who were disappointed with their X1 offering based on how their income/assets were allocated or how they were paid. It also appeared to me that X1 would give those relatively higher limit mainly for thinner, less-seasoned credit profiles so they could be a quicker jump to higher limits for young professionals with high income but little credit history. YMMV.

@Times - I won't post a looooong dissertation since the question/subject title seems simple and fairly straightforward. Some of the most recent FinTechs of which provided a pre-qualified amount before incurring a HP include:

I'm sure others will chime in with some other examples. Obviously, the pre-qualified amount versus the approved amount would be YEMV depending upon the profile and creditworthiness.
