I was declined a macys cli, but they didnt hard pull me.
I was approved a bloomies CLI but they did hard pull me.

They used to be a soft pull and I just recently requested and received a HP inquiry on my report. I only asked for a $500 increase to see what would happen and did not realize they switched to HP. I would have asked for more...
@reaneasworld: You can call back and ask for more within 30 days of the original HP and they'll use the same one...that's what I did. But if you do double check with the CSR when you do just to make sure.

I requested online an increase from $12k to $20k...a day later received notification from Macy's that they increased to $19k. One more day later I received EQ notification of HP. I guess it was worth it...

I think it is because the Macys card is now being service by Citi Bank.
All these department stores are going with traditional banks now. Nordstrom just was taken over by TD Bank

No, they simply standardized their platform to align with Citi's current credit policies. The Macy's and Bloomingdale's portfolios are still serviced by DSNB which is an affiliate of Citi. This has been the case for several years.
Nordstrom and TD Bank have a strategic credit card alliance. Under the agreement, Nordstrom sold its credit card receivables to TD Bank. Both companies entered into a long-term program agreement under which TD Bank, as exclusive issuer in the U.S., will own Nordstrom Visa and private label consumer credit card accounts and fund the associated receivables. However, Nordstrom will continue to perform account servicing functions, maintaining the current deep integration between its credit and retail operations. Plus, Nordstrom will continue to fund and manage the Nordstrom Rewards loyalty program, Nordstrom debit cards, and Nordstrom employee accounts.
