penfed application question

I joined that Family Assoc. so I could apply for a penfed card (denied, thanks!) I paid the $25 fee online, through their website, with my Wachovia Visa debit card.
 
When I checked my Wachovia online statement, there is a $25 cash advance from Penfed. According to my bank, it looks like they took money out of an ATM in Alexandria. My bank says I need to talk to PenFed, but my question is:
 
How could they make something look like a cash advance?
And how can you take out a cash advance on a debit card? If I just withdrew money from an ATM, that's not a cash advance.
 
Also, I was charged a 3.00 "cash advance fee". Grrr.

Next time make an ACH payment. They would have accepted that.

i helped my friend to apply the other day, i remember seeing something like "if you use your CC to pay the NMFA membership (or to fund your account), it will be treated as a cash advance..."
have you considered Navy Federal? good luck!
