I think sometimes people want to zero out their cash advance limits as protection against certain actions that may be construed as a cash advance. For example, if you use a credit card to fund the initial deposit when opening a checking/savings account, it can sometimes be considered a normal transaction and sometimes a cash advance. If you have zero cash advance limit, then you can't get hit with those fees.
