pre-approved offers - how do make the list

I was wondering how credit card companies get a list of people to send pre-approved offers to.  Do the scan everyones credit history looking for potenital customers (FICO spam) or is it based on doing business with them in the past?

Creditors request a list of people based on certain criteria from the credit bueaus. If your file meets their requirements, your name and address are sold to said creditor and suddenly your mailbox starts filling up with junk mail.  This includes everything from auto loan come ons to cellphones.  You should be able to see a list of creditors who have gotten your file.  On Equifax, it has the abbreviation PRM-promotional.  Anything can knock you off a perspective creditors mailing list from high uti to numerous accounts opened in a short period of time.  There is also another bureau - Innovis - who seems to keep a record of all yor past misdeeds, they generate a lot of the mailing lists as well. Get a copy of your Innovis report and make sure allis up to snuff there.  It will probably be a VERY thin file.
